Reporting to the Commercial Director, the Specialist, Sales and Partnerships, is responsible for the research, review, evaluation, monitoring and reporting of parking services delivery programs. The Specialist has responsibilities toward driving the expansion of the TPA growth strategy, including identifying new market opportunities, strengthening client relationships, and executing on third‑party management contracts. The role centers on building strategic partnerships, enhancing service offerings, and positioning the TPA business for sustained long‑term growth.
The incumbent is customer centric, highly analytical, with strong communications skills, works collaboratively with both internal and external stakeholders, including City of Toronto staff, other Agencies, private sector partners and Business Improvement Associations (BIAs) and ensures alignment with TPA’s corporate strategy and initiatives.

- Supports the development of partnerships with key City stakeholders and the public sector to drive accelerated deployment of first/last mile mobility solutions to transform ease and speed through the city while creating incremental revenue streams.
- Supports the preparation of parking management and other joint venture proposals, including the completion of die diligence.
- Provides customer-centric support for B2B parking management clients.
- Represents TPA at meetings with TPA clients, City Councillors, BIAs and other stakeholders, attending meetings on behalf of TPA, as required.
- Provides information in response to inquiries from elected officials, representatives of senior government ministries and other municipalities, other government departments, agencies, consultants, stakeholder and the public.
- Maintains working relationships with other Divisions to ensure effective partnerships within the City of Toronto.
- Leads cross0functional TPA committees in participating in City initiatives and projects.
- Leads outreach and development with potential business partners with the goal of the TPA growing business and operating parking facilities on behalf of private, non-profit, and public sector organizations
- Provides overall account management of parking management agreements, including monitoring and managing agreements with third party landowners, negotiating renewals and identifying underperformers along with recommending corrective actions.
- Carries out financial analyses relating to parking management agreements and potential parking management opportunities. Engages stakeholders and makes recommendations to the Executive Team.
- Drives the expansion of the TPA growth strategy, including identifying new market opportunities, strengthening client relationships, and executing on third‑party management contracts.
- Carries out research and analysis on current and longer-term mobility trends, including travel demands within and through the City, parking supply and demand issues, impacts to business and future directions in transportation and mobility.
- Compiles and analyzes demographic, economic, social, cultural and physical data in the City of Toronto, and prepares reports on transportation issues affecting the TPA.
- Monitors the performance of TPAs parking management portfolio,
- Designs, conducts and/or coordinates research and analysis activities and surveys.
- Monitors City-initiatives to identify land-use changes and other activities which may impact on TPA initiatives.
- Arranges the hiring of and provides work direction on research, analysis, surveys, report writing assignments, and other activities of contract, part time and student employees.
- Prepare staff reports and briefing notes for submission to the Board, Council or its Committees.
- Prepares and evaluates financial proformas in support of TPA investment opportunities.
- Assists in the preparation of the annual capital budget and the annual forecasts of revenues and cars parked at TPA facilities.
- Conducts initial site assessments in support of parking management opportunities.
- Undertakes other activities associated with the TPA's planning and business development activities.
- Performs other duties as required.
QUALIFICATIONS
- Bachelor's Degree and/or Postgraduate education in Business or a related discipline or relevant combination of education and experience.
- 3-5 years of professional experience in Business or related filed.
- Experienced in the negotiation and management of service delivery contracts, delivering transportation planning and/or parking projects, while balancing political, community and other stakeholder interests.
- Experience in developing quantitative and survey research methodologies, analysis and interpretation of data coupled with strong analytical and organizational skills including graphical representation of statistics.
- Experience reading and interpreting plans of survey and architectural drawings.
- Thorough understanding of land-use zoning by-laws, regulations and policies governing parking operations.
- Knowledge of planning process and Ontario Planning Act, Municipal Class Environmental Assessment Process, and the City of Toronto’s Official Plan.
- Knowledge of fundamental principles, policies, and practices of transportation planning.
- Ability to understand technical specifications such as plans of survey, and to follow complex administrative processes.
- Ability to work as a team member demonstrating leadership and organizational capabilities.
- Excellent communication and presentation skills and able to effectively deal with other staff, members of Council, developers, agencies and the public.
- Knowledge in the use of computers and software packages for data analysis, report and presentation preparation, including experience with a database management system, a spreadsheet and graphics package. Some familiarity with the use of G.I.S. applications.
- Self-motivated and able to work independently and as a dynamic, contributing member in a team environment.
- Can apply sound judgment and demonstrate initiative with minimal supervision.
- Ability to prepare clear and succinct business reports and correspondence.
- Strong analysis, negotiation, and critical thinking skills.
