ABOUT THE ROLE
Reporting to the Vice President, Business Development & Stakeholder Engagement, the Commercial Director is responsible for accelerating top line growth of Toronto Parking Authority’s core business while leveraging existing and new partnerships to accelerate the integration of seamless mobility solutions that support customers in the B2C and B2B environments across the City of Toronto. Responsible for the acquisition of new business, key accounts, marketing and strategic partnerships, the incumbent will play a key leadership role in advancing TPA’s growth agenda. The Commercial Director will also be accountable for building enhanced rigour and discipline around TPA’s go-to-market strategy to grow new business for TPA’s managed services.

Responsible for the acquisition of new business, key accounts, marketing and strategic partnerships, the incumbent will play a key leadership role in advancing TPA’s growth agenda. The Commercial Director will also be accountable for building enhanced rigour and discipline around TPA’s go-to-market strategy to grow new business for TPA’s managed services.
RESPONSIBILITIES
Sales and Partnerships:
- Develop and execute annual revenue growth plan.
- Co-create strategic and annual operating plans of the TPA including development of new business, channels and partnership strategies.
- Lead business development and sales with partners to provide value-add services to customers by adopting and fostering a continuous improvement mindset to help accelerate growth.
- Lead TPA’s acquisition of new parking management opportunities including partnerships with the private sector as well as the transfer of City assets for operation as municipal parking facilities; includes the preparation of proposals and agreements and overseeing account management.
- Provide strategic direction and oversight of partnerships, third-party parking management agreements, and commercial portfolios to optimize performance, manager risk and achieve revenue and growth objectives.
- Key leadership role in identifying global best practices, key mobility trends and reimagining relationships with strategic vendors to drive real innovation and real time outcomes.
- Manage senior relationships and engagement with City officials, agencies, and external stakeholders on commercial initiatives, partnerships, and mobility solutions, including participating in roundtables and committees to advance the TPA agenda.
- Ensure market research, mobility trends, and portfolio performance insights are effectively leveraged to inform commercial strategy and investment decisions.
- Prepare proformas for growth strategy and annual budgets aligned with TPA business needs, and coordinate with finance, operations, and stakeholders to ensure accurate data and projections.
- Oversee the procurement and rollout of central sales tools—such as CRM databases, real estate platforms, and management systems—to enhance organization, visibility, and informed decision-making.
- Develop a forward-thinking sales culture to support the creation of annual plans and ensure accuracy in forecasting and maintaining budget oversight across your department. Collaborate regularly with finance, providing consistent updates.
- Provide executive oversight of marketing strategy to ensure alignment with commercial objectives, brand positioning, and go‑to‑market plans across B2B and B2C channels.
- Ensure effective use of customer, market, and performance insights to guide brand governance, marketing, and commercial strategies that drive revenue growth, customer experience, and value propositions.
- Foster a culture of transparency, integrity, and radical customer focus. Lead and develop a high performing team in which the members produce insightful, high-quality work on a timely basis, managing their assigned portfolios in accordance with policies and procedures, and delivering results.
- Engage and maintain collaborative relationships with key internal and external stakeholders including senior executives across TPA to support the achievement of deliverables and overall objectives, assessing risks/opportunities, developing and executing plans.
- Lead and manage multiple project work streams, including leading problem-solving sessions, workshops and interviews with cross-functional, business line working team members and subject matter experts.

- Ensure a safe and healthy work environment through compliance with applicable employment legislation including but not limited to, Occupational Health and Safety Act and Regulations and Joint Health and Safety Committees (JHSC), Employment Standards Act, Ontario Human Rights Code.
- Complete other duties as assigned.
QUALIFICATIONS
- College diploma or university degree in a related discipline, including Business, Economics, Real Estate or equivalent work experience or combination of education and relevant work experience
- Master’s degree in business an asset
- Minimum eight (8) years of related experience within a company and industry that is highly dependent on new business development and sales as a core competency, with at least five (5) years leading, motivating and/or managing a team. Experience in the parking and mobility sector is an asset.
- Demonstrated experience with establishing and consistently meeting or exceeding business development targets
- Sound knowledge of procurement processes and contract management
- Must be comfortable with ambiguity and a fast-paced, highly dynamic environment that is being defined in real time; driven and willing to think creatively and pursue new or novel approaches to business and market development
- Exceptional communication skills: both written and verbal
- Persuasive, motivational, and persistent, with excellent customer service skills
- Proven history of strong, relationship-based strategic selling with partner and customer organizations
- Demonstrated effective management of P&Ls, targets, budgets combined with strong organizational skills, attention to detail, and ability to plan and prioritize
- Strong financial and proforma modeling skills
- Strong commitment to the organization’s Core Values and cultural change
